Casey Advances Comprehensive Planning with Public Input Planned

Casey is moving forward with a comprehensive update to its long-range planning efforts, with public participation opportunities scheduled for April as the city works toward adopting a new comprehensive plan by August.

Economic Development Director Tom Daughhetee reported productive planning sessions with Moran Economic Development, a professional planning firm assisting with the comprehensive plan update. The collaboration addresses multiple aspects of community development and economic growth strategies.

Alderman Mumford provided additional details from the March 13 Economic Development Committee meeting, where members met with Moran Economic Development to discuss not only the comprehensive plan but also Tax Increment Financing districts and residential zone additions to the Clark County Enterprise Zone.

The comprehensive plan represents a fundamental policy document that will guide Casey’s development decisions, land use patterns, infrastructure investments, and economic development priorities for years to come. These plans typically address housing, transportation, utilities, parks and recreation, and commercial development.

The public open house scheduled for April will provide residents and business owners opportunities to review draft recommendations and provide input before final adoption. This community engagement reflects best practices in municipal planning, ensuring local priorities and concerns are incorporated into the final document.

Tax Increment Financing (TIF) districts represent a significant economic development tool that allows municipalities to capture increased property tax revenue from development projects and reinvest those funds in infrastructure and improvements within designated areas.

The discussion of adding residential properties to the Clark County Enterprise Zone could expand tax incentives beyond current commercial and industrial properties, potentially providing property tax relief for homeowners while encouraging residential development and population growth.

These planning initiatives align with Mayor Nichols’ ongoing project priorities, including park improvements, infrastructure upgrades, and economic development, providing a comprehensive framework for coordinated community advancement.
