Clark County Board Regular Meeting | November 2025

The Clark County Board met on Friday, November 21, 2025, to finalize the county’s financial plans for the upcoming year. The primary actions included the adoption of the 2026 budget and the approval of various tax levies, including specific funds for highway maintenance, ambulance services, and mental health.

In addition to financial business, the board addressed personnel matters, hiring a new IT staff member and adjusting ambulance support services. The meeting also included discussions on potential property acquisitions and updates on infrastructure projects.

IT Position Filled:
Following an executive session, the board voted unanimously to hire Alex Carrell for the county’s IT position. In related business, a discussion regarding the redesign of the county website was tabled until the December meeting, where an IT representative is expected to be present.

Public Comment on Solar Farms:
During public comments, resident Warren LeFever expressed concern regarding solar farms. He noted that residents living on the edge of city limits are complaining about solar farms being built directly across from their homes. LeFever stated that control over these developments was removed during the fall veto session, which he believes will decrease property availability for new homes. LeFever also complimented the Christmas decorations in Marshall.

Property Purchase Research:
Chairman Rex Goble directed Board Members Susan Guinnip and Todd Kuhn to research the potential purchase of the “Stone Building.” Goble noted that a building currently being renovated across from the courthouse could also be an option for county use. Separately, Board Member Kuhn asked department heads to clean up their respective areas of the basement.

Board Appointments:
The board approved two re-appointments. Mike Shotts was re-appointed to the Mill Creek Conservancy District Board for a five-year term expiring in 2030. Bethany Littlejohn was re-appointed to the 708 Board for a four-year term expiring in 2029.

Delinquent Tax Resolutions:
The board voted to approve delinquent tax resolutions for several properties, including parcel numbers 09-12-07-16-403-002, 09-12-07-16-403-004, 15-19-19-08-205-007Z, 14-01-29-17-303-002, 13-04-27-02-201-001, 13-04-27-02-202-008, and 14-01-31-08-201-008.
