The Marshall City Council on Monday, February 23, 2026, adopted new legislative measures updating Chapter 58 of the municipal Code of Ordinances, tightening local regulations on minor nicotine possession and drug-related offenses.

During the new business portion of the meeting, the council moved to officially adopt Ordinance 2026-O-02. The legislation amends Chapter 58, Article VI, which governs “Offenses and Miscellaneous Provisions.” According to the meeting agenda, the newly adopted ordinance specifically addresses the “Sales of and Possession of Smoking Herbs, Electric Cigarettes, Vapes and Alternative Nicotine Products by Minors.” Council member LeFever made the motion to adopt the ordinance, which was seconded by Propst and passed unanimously by the present members.

Immediately following, the council advanced a secondary measure focused on controlled substances. LeFever offered a motion, again seconded by Propst, to adopt Ordinance 2026-O-03. This amendment targets Chapter 58, Article V of the Code of Ordinances, explicitly updating the city’s provisions regarding “Cannabis and Drug Paraphernalia.” The measure was also passed on a unanimous roll-call vote.

The approval of both ordinances effectively modernizes Marshall’s municipal code to address the rising prevalence of vaping devices and current cannabis regulations. Council members Green and Swalls were absent from the voting session.
