City of Marshall City Council Meeting | February 23, 2026
The regular meeting of the City of Marshall City Council was called to order at 6:30 p.m. on Monday, February 23, 2026, with Mayor John L. Hasten presiding. All council members were present for the session with the exception of Green and Swalls. The council utilized the meeting to pass major utility infrastructure spending and modernize city codes regarding minors and nicotine products. The council also processed standard municipal expenditures, approving a monthly bill payment totaling $190,363.43 before adjourning at 7:03 p.m.
State Zoning Proposal: During the new business portion of the meeting, Council member LeFever informed the council that the State of Illinois is currently proposing legislation that would do away with zoning in cities. LeFever shared suggestions with the council on potential local responses should the state proposal be enacted.
Equipment and Contractor Bids: The council unanimously approved a series of financial payouts and service agreements for city contractors. King made a motion, seconded by Smitley, to approve a payment to Altorfer Inc. in the amount of $24,225.92. Additionally, following a motion by Probst and a second by Smitley, the council approved a bid to Gutter Shark in the amount of $11,450.00. The council also approved a Professional Service Agreement with Equity Enterprises LLC.
Monthly Reports: The council formally approved the city’s monthly departmental data. Following a motion by King and a second by Propst, the council unanimously accepted the Collection, Treasurer’s, Building, and Police Reports for January 2026.
