Article Summary: The Martinsville Board of Education convened a special disciplinary hearing on Wednesday, ultimately voting to ban an individual from attending all school and district athletic and extracurricular events for the remainder of the academic year.

Martinsville CUSD #C-3 Disciplinary Key Points:

  • The board held a special “24-24 Hearing” pursuant to 105.ILCS 5/24-24, which governs the denial of admission to school events and property.

  • Following a 40-minute closed session, the board formally voted to deny Heather McCullough admission to all district events for the remainder of the 2025-2026 school year.

  • The motion passed in a unanimous 6-0 roll call vote by all present board members.

The Martinsville Community Unit School District #C-3 Board of Education on Wednesday, February 11, 2026, invoked state statutes to formally ban an individual from attending all district athletic and extracurricular activities for the rest of the school year.

The board called the special meeting specifically to conduct a “24-24 Hearing.” The hearing’s title refers to 105.ILCS 5/24-24, a specific section of the Illinois School Code that outlines the maintenance of discipline and grants school boards the authority to deny admission to school events or property to individuals.

Shortly after the meeting was called to order, the board entered into a closed session at 6:01 p.m. following a motion by Connelly and a second by Maxwell. The board deliberated in private for roughly 40 minutes before returning to open session at 6:42 p.m. on a motion by Kannmacher and a second by Hollingsworth.

Upon returning to the public session, the board immediately took disciplinary action. Board member Hollingsworth offered a motion to “deny Heather McCullough admission to all school and District athletic and extracurricular events for the remainder of the 2025-2026 school year.”

The motion was seconded by Parcel. The board approved the ban in a unanimous roll call vote among present members, with Baird, Connelly, Hollingsworth, Kannmacher, Maxwell, and Parcel all voting “yay.” Board member Wilhoit was absent from the special meeting.

The agenda packet and meeting minutes do not detail the specific incident or circumstances that led to the 24-24 hearing and subsequent ban. McCullough was listed in the meeting minutes as one of several visitors present for the special meeting.

Policy Committee Reviews ‘Press Plus’ Updates: Following the conclusion of the special board meeting, the Martinsville C.U.S.D. #C-3 Policy Committee convened in the Jr/Sr High School Media Center. According to the posted agenda, the committee met specifically to conduct a review of the Press Plus Policy Updates, specifically focusing on Issue 119 and Issue 120, which govern various administrative, educational, and operational policies across the district.

Meeting Attendance: The special board meeting was attended by Superintendent Waggoner and Principal Evers. Several community members and visitors were also recorded as present in the meeting minutes, including Scott Harrold, Heather McCullough, Ryan Slater, Daniel Hanley, and Dustin McCullough.
