CASEY — The Casey-Westfield Community Unit School District C-4 Board of Education on Monday, May 18, 2026, approved a scope-change request costing up to $560,000 to complete a second phase of heating and cooling work at the Jr/Sr High School, and separately agreed to petition the City of Casey to annex a piece of district property that sits within city boundaries but was never formally incorporated.

The HVAC measure, identified as Scope Change Request #2 to Performance Contract #PC24-0071, directs GRP/Wegman Mechanical to complete the replacement of HVAC systems in the Jr/Sr High School cafeteria, band room, ag shop and industrial arts shop. The action also incorporates a proposal from Remlinger Heating & Air Conditioning to replace office units. The motion set a total cost not to exceed $560,000.

Superintendent Mike Shackelford told the board the work is a continuation of the project discussed at the board’s April meeting. The motion was made by board member Mike Fouty — listed in the minutes among the members voting — and the record shows the measure carried unanimously on a roll-call vote of the seven members present: Todd, Sharp, Huddlestun, Fouty, Clement, Fain and Gelb. The motion to approve was made by Clement and seconded by Gelb.

Shackelford said administration would take a next step on the project later that week. He reported the administration would meet with Christian Brown, an engineer from GRP/Wegman, on Thursday, May 21, to establish the plan and timeline for the upcoming work at the Jr/Sr High School.

Parking Lot Annexation Approved

In a separate action, the board approved a petition to annex parcel number 03-11-20-06-101-004 — described in the record as the east 57 feet of Lot 4, Block 1, in Ferguson’s Addition to the Town (now City) of Casey, and commonly known as the parking lot south of the tennis courts — into the City of Casey.

Shackelford explained the background to the board. He said he was contacted by Tom Daughhetee of the City of Casey about a parcel of school property that lies within the city’s boundary but is not annexed into the city. He told the board there are several similar “pockets” of land within the boundaries that are not considered within city limits, a situation discovered by Clark County.

“It is not clear why these properties were never officially incorporated, but the city is working to get them included as part of the city,” Shackelford reported, according to the minutes. He said the voids within the city boundaries affect the city’s capacity to establish a viable enterprise zone and to qualify for some grants.

Shackelford said he had consulted with Brandon Wright, the board’s attorney, who advised him that the matter was a “non-event” and that the board was fine to file the petition. The motion was made by Sharp; the minutes do not record the name of the member who seconded it. On the roll call, all seven members present voted in favor — Sharp, Huddlestun, Fouty, Clement, Fain, Gelb and Todd — and the president declared the motion carried.
