Casey City Council Meeting | Feb. 2, 2026

The Casey City Council convened on Monday, Feb. 2, 2026, to advance several economic development and housing initiatives. The meeting was dominated by discussions regarding the Central Illinois Land Bank Authority (CILBA), with the Council voting to transfer vacant lots to the agency and hire Equity Enterprise LLC to handle inspections. Mayor Michael E. Nichols and the Council also addressed the recent passing of Jim and Ed Bolin, noting the significant loss to the community and the Bolin family’s long history of supporting the city.

Union Health Insurance Agreements:
Following an executive session, the Council voted to approve two separate agreements regarding health insurance. The Board approved a Letter of Agreement with the International Brotherhood of Electrical Workers (IBEW) and a Memorandum of Understanding with the Illinois Council of Police (ICOP). Both motions passed unanimously.

Financial Reports Approved:
The Council approved the bills paid for January 2026, totaling $1,056,998.58. Additionally, the January 2026 Treasurer’s Collection Deposit Report was approved, showing total collections of $731,024.98. This figure represents actual collections and does not include other income sources.

Condolences to Bolin Family:
City officials expressed public condolences to the Bolin family following the recent deaths of Ed and Jim Bolin. “I’ve never seen anything of that magnitude,” Mayor Nichols said regarding the funeral services. “That family and that business needs support from us now.” Public Works Director Ryan Staley also thanked the Bolin family for assisting city crews with snow removal prior to the visitation.

Snow Removal Acknowledgment:
Alderman Lori Wilson and Public Works Director Ryan Staley acknowledged the efforts of city crews during the recent winter weather. Wilson noted she has received positive feedback from community members regarding the cleanup efforts. “There is a lot of people that are noticing a wonderful progress with this town,” Wilson said.
