Clark County Board Meeting | February 20, 2026

Overall Meeting Summary:
The Clark County Board met on Friday, February 20, 2026, at the Clark County Courthouse to tackle a heavy agenda featuring major wind and solar energy proposals, infrastructure funding approvals, and emergency service updates. Alongside standard administrative approvals—including the swearing-in of new District 3 Board Member Darin Patrick to replace the late Jim Bolin—the board worked through various department reports, tackling an ambulance funding correction, probation department facility concerns, and a continuing effort to redesign the county’s website.

Briefs:

708 Board Appointment:
The board unanimously approved the appointment of Alisha Lowry to the county’s 708 Board. Lowry will be replacing Ellen Lake and will finish out the remainder of the active term, which is set to expire on December 31, 2026. The motion was made by Mike Parsons, seconded by Randal Stephens, and passed by all members present.

County Website Redesign Costs:
IT representative Alex Carrell provided an update on the ongoing redesign of the Clark County website. Carrell noted he had contacted the vendor, EVO Gov, regarding the inclusion of specialized subsites, which would increase the total project cost. EVO Gov is currently updating the contract and will consult with each county office regarding the specific design of their pages. To help offset the rising costs, Carrell is actively reviewing and cleaning up unused county email accounts.

Probation Department Mold Issue:
During committee reports, Board Member Todd Kuhn informed the board that the county’s Probation Department is currently searching for a new space for storage in the courthouse basement. A mold test was recently completed in the area, and Kuhn noted the results will need to be addressed by the county.

Drug Awareness Conference Funding Denied:
The board reviewed an email request from Jonathan Burns asking the county to donate funds for the Southern Illinois Drug Awareness Conference (SIDAC). Chairman Rex Goble noted that the Human Resources Center (HRC) and other local Clark County agencies had not been invited to participate in the conference. After a brief discussion, the board decided not to hold a vote, effectively declining the donation request.

Human Resources Assistance:
Board Member Brandon Burkybile informed the board that representatives from the Michael Fuller Group have been assisting Clark County with its internal Human Resources operations. No further details regarding the scope of the group’s assistance were provided in the minutes.
