CLARK COUNTY — The Clark County Board on Friday, April 17, 2026, approved seven highway resolutions, with the largest block covering railroad crossing improvements across the county.

County Engineer Dallas Richardson walked the board through his agenda. He first updated members on the Hogue Town Project, saying he hopes the project will be able to start by this fall. The minutes carry no cost, scope, or location detail for that project.

Richardson then turned to the railroad resolutions, which he said are meant to improve railroad crossings throughout the county. The work is 100% funded because it is required, he said, and the county will send in a hardship letter to the state. Each of the resolutions is an addendum, Richardson said, due to some changes from the original resolution.

The board approved four of them, each an engineering agreement supplement with HLR:

  • Section #23-08109-00-AS, Baystown Road — moved by board member Randal Stephens, seconded by board member Mike Parsons.
  • Section #21-00005-00-AS, Union Street — moved by board member Brandon Burkybile.
  • Section #23-13128-00-AS, 1900 E / Livingston Road — seconded by Stephens.
  • Section #23-08110-00-AS, Spiketown Road — moved by Parsons, seconded by Burkybile.

All four carried, with all members present voting aye on each. The minutes record no dollar amount for any of the four agreements.

Salary Resolution, Oil and Blacktop Bids

The board also approved a resolution Richardson described as appropriating funds under Section 25-00000-00-CS for the county engineer’s salary, which he said is being done to correct records at the state. The motion recorded in the minutes describes the item differently, as a resolution appropriating funds for 2025 salary using STR funds. It was moved by Parsons and seconded by Stephens and carried unanimously among members present.

Richardson told the board the oil prices for 2026 oil and chip were the same as last year, and that the county was fortunate to put the bid out earlier and get the lower price. The board approved the low bidders, seconded by Stephens. It separately approved the low bidders for 2026 HFE-300 for making blacktop, on a motion by Burkybile and a second by Parsons; Richardson said the accepted bid was the same as the prior year.

The minutes name no bidders and carry no bid amounts for either item.

Audits Clean

Richardson updated the board on the bridge audits, which are completed every four to six years. All the paperwork was good, according to the minutes, and Richardson’s comments were described as very thorough. The Motor Fuel Tax audit also produced no major findings.

Under new and old business, Richardson said mowing will be starting soon, and that the Moonshine Solar Farm road repairs were having the culverts delivered that day, so that work would be starting soon.

The board separately approved the county highway claims earlier in the meeting, on a second by Parsons. That vote was unanimous among members present. No total is recorded in the minutes.
