Casey City Council Meeting | July 6, 2026

The Casey City Council packed its Monday, July 6, 2026, meeting with major financial and infrastructure action: adoption of the $43.4 million fiscal year 2027 appropriations ordinance, award of a $917,745.12 contract to B&T Drainage for the I-70 interchange sewer and water extension, and approval of a state grant application seeking $250,000 to demolish the old VFW building downtown, each covered in standalone stories. The council also annexed 17 parcels in a single consent vote to complete the city’s boundary cleanup, and Mayor Mike Nichols announced roughly 22 security cameras will cover the city park after repeated vandalism.

CSX crossing agreements renewed for 25 years
The council unanimously approved amendments to two agreements with CSX Transportation Inc. — NYC043131 and NYC043132 — each carrying a one-time, nonrefundable encroachment fee of $6,780, for a combined $13,560. The original agreements, dated March 6, 2002, cover wireline crossings under or across CSX property and had lapsed in May 2024; the amendments extend both to May 31, 2049. Director of Public Works Ryan Staley said the lines cross the railroad to serve the city’s south substation — “a pretty pivotal line that we need to keep the power south.” The items had been tabled at the previous meeting, when the city believed four agreements were involved; Staley said it turned out to be two.

City readies $1.5 million drainage grant application
A public hearing was held at 5:45 p.m. Monday ahead of the city’s application to the Illinois DCEO under the CDBG public infrastructure grant program, seeking $1.5 million to address drainage problems on the northwest side of the city with a new storm sewer system. Economic Development Director Tom Daughhetee said there were no objectors and the council will be asked to approve a resolution to submit the application at its next meeting. Applications are due Aug. 27, and Daughhetee said the city is well ahead of schedule. The FY2027 appropriations include the $1.5 million grant plus a $468,750 city share.

Mutual aid decision tabled for presentation
The council tabled a decision on joining the Illinois Public Works Mutual Aid Network until its July 20 meeting, when Jeremy Harman, a public works director who sits on the board for the city’s district, will present details. Staley cited recent tornado response as an example of the concept, with Effingham public works crews traveling to Charleston to help restore services. Participation would supplement the city’s existing mutual aid agreement through the Illinois Municipal Electric Agency, and officials described it as a low-cost option with no obligation to respond to requests.

Demolition begins at 206 West Alabama
Police Chief Adam Henderson reported that demolition work at 206 West Alabama began Monday, another step in the city’s nuisance property program, which is now working through its third list of condemned structures. Henderson also thanked the street department for keeping up with mowing at nuisance properties despite rain, and credited smooth policing across the holiday weekend’s events.

Warning siren installation set as top priority
Nichols said he has directed Staley to make installation of the city’s new warning sirens the top priority as soon as the poles arrive, with a goal of completing the work within two weeks. The city remains at the mercy of pole delivery, the mayor said, but crews and any needed outside help are to move immediately once they land. The replacement project was originally targeted for June, with a siren to be provided to Westfield afterward.

USDA grant application submitted for downtown parking lot
Daughhetee reported that the city submitted its Rural Business Development Grant application to the USDA the week before the meeting. The grant could fund redevelopment of the city-owned parking lot at Central Avenue. The FY2027 appropriations include a $99,999 line for the USDA program and a $51,000 city share.

City to explain utility rate increases
Alderman Tanner Brown said the first utility bills reflecting the council’s recent rate decisions generated complaints from residents who said they didn’t know increases were coming, and asked for a public explanation via the city’s Facebook page or a mailed letter. Officials noted the latest bills also reflected hot-weather usage and a billing cycle roughly two days longer than the prior month. Daughhetee agreed to help draft an explanation noting the council’s efforts to keep rates as low as possible amid rising production costs.

Time capsule open at library through end of month
Responding to a question from Alderman Lori Wilson about whether any local time capsules were opened for the nation’s 250th, officials said none were known beyond one from the old city hall. The city is assembling a new capsule now: a treasure chest will be available at the library through the end of the month for residents to contribute items from this year’s celebration and their families, after which it will be sealed under lock and key for 50 years.

Craft vendors need event sponsors, not city permits
Answering a question from Alderman Steve Jenkins, city staff said day-to-day craft vendor setups are not allowed downtown, while food trucks require city permits. Craft vendors selling as part of a special event operate at the discretion of whoever puts on the event.

Sidewalk parking question raised
Wilson asked whether an ordinance addresses vehicles parked across sidewalks, including residential driveways. Officials confirmed blocking a sidewalk is not permitted and said the provision should be in city code.

The council also approved the minutes of its June 15 meeting and adjourned at approximately 6:56 p.m. The council’s next regular meeting is Monday, July 20, at 6 p.m.
